What was nice to hear? In 2008 (when the vid was posted, it may have been older) the man simply says he does not see it happening. He never explicitly states Marines (or even he himself) would not.

Hum....yeah, you're right. I was just glad he acknowledged that they don' have to follow every order. As I watched it I was totally expecting him to just confirm that they would follow the order.
