Also, supposedly the bill attached to it SB3012 was passed off/referred to calendar committee on 4-13-10 so I wonder what has become of that?

That is part of amendment one. To me that says that they can use the international symbol but it has to be accompanied by the tca statement as well. At least that is how it reads above to me anyways.
