Is there a logical reason the Senate speaker hadn't immediately signed the bill to get it to the Governor ASAP?

What is the effect if this session of the Assembly ends and it is not signed? Does the "10 days to sign" count down continue?

I would not be hasty blaming the Sen Speaker harshly, look at the delay from the House to sign.

However, your root question is something I wonder about. Can Bredeson wait until Congress adjourns, and then veto, screwing us because they will not be in session to over-ride?

By law 90 "session" days every 2 years but they play lots of games with that definition and stay in business at our expense year round. Formally, they will adjourn session for this year probably around the 2nd week in June unless there are budget issues.

I will defer to John, but, seems to me if they run to the second week in June, the 10 day limit of requiring action would be up prior to the end of the session.

Not sure what the schedule would be if Bredesen vetos, but he can't wait till the end to do that, if he does not sign or veto, it becomes law in 10 days.

If he were to veto it, I have no clue as to what the ramifications would be for calling it back before the House and Senate for reconsideration. Someone with more knowledge and experience with the Legislature would have to speak to that scenario.

He signes it?

The bill's 10 day window runs Sat the 30th of May if my math is correct. If it is not signed by then, it will become law without the Governor's signature.

The effective date - unless vetoed - is June 1. Given the delicate timing, I don't plan to rely on its until its is either signed by the Governor or signed by the House and Senate leaders as law.
