TWRA add in support of Cap and Trade.

I wonder about the legality of our hunting license fees being used to foster and support a Federal issue, especially one as controversial as the Cap and Trade Bill.
IANAL, but, it would seem outside the purview of a State agency, funded mainly by license dollars, and set up to manage wildlife resources to lobby for a tax against the citizens of the State?
Outside the issue of legality, I was highly aggravated that funds were pulled from otherwise effective programs to spend with some add agency in support of a liberal agenda that runs contrary to my beliefs and interest.
For those politicians gearing up to run for the Governor's seat, I intend to make accountability of the TWRA to the State's hunters an issue. I realize that the TWRA has responsibilities to all sorts of resource users, but I would like to know what the percentage is of dollars that flow into the system from the various user groups. I would suspect that hunters bear the lions share of the revenue.
