Firearms on Lakes?

Is it legal to discharge a firearm on a lake, or any body of water really?

Example: I am sitting on my dock and anchor a target out in the cove my dock is in and have an excellent backstop for ricochets. Is that legal? I have always been told it is not...

I can't point you to a statute but I have taken the position that the navigable lakes (e.g., Old Hickory), are the equivalent of federal highways and are while you are on the water. Don't know what to do about Corps of Eng. controlled dry portions. If the lake is not navigable - then I don't know but if the parks bills passes most of them will be.
