Basicly the firearm and all major parts hvae to be made in TN. The raw materials and small parts (springs muzzle, brake, etc) can be from other places but the major parts have to be made here in TN and stamped made in TN. For example, and I am not an expert on it, in the case of a revolver you can buy the raw steel from where ever and bring it into the state make the cylinder, barrel and frame here, stamp it made in Tennessee, and it would not be subject to any federal laws as long as it does not fire full auto. Now I do not know of any manufctures that have said they will put there FFL up as a test bed for when the ATF or some federal agent shows up at the door.
