Range access is an increasing problem in Tennessee. Ultimately, it may take some type of state level legislation to take control away from locals (including zoning departments) who are busy closing ranges as fast as they can.
In addition, we are starting to see problems, such as in Hamblen county, where local zoning officials are trying to prohibit people from shooting on their own land.
