So, maybe off-duty LEO's do have the legal ability to carry another place where we cannot?

I do think that is accurate. The whole purpose of 39-17-1350 was to give on and off-duty law enforcement more ability to carry than civilians (although the court's consistently say that "off-duty" law enforcement are nothing more than civilians).

I would think that if it was not a school administered by a principal, then it would be someone of similar authority such as a president, chancellor, dean, etc.
