TICS DENIAL

Ive read several posts on this topic but hadnt come across any recent ones. I move to tn last year. Bought a shot gun and had no issues with TICS. This year I tried and got denied. Its been 17 days with no response. I call the number for their office and a recording says sorry..due to volume of calls none will be taken at this time. Not sure what could have caused the denial in the first place ir why something in the past wouldn't have shown up last year. Any ideas on that? Is there any other route to take to see whats the status or hold up is? Thanks for any info.
