tjbert47 makes a good point about AL. It is unique. Technically, it is 'may-issue' because Sheriffs wield discretion in issuing permits. They are not compelled by statute like 'shall-issue' states. However, 'may-issue' is misleading. As AL, is not like other 'may-issue' states such as CA. It is practically 'shall-issue'. That puts it in a unique position. I recall seeing somewhere, (probably the NRA site) where AL was in its own category known as something such as 'reasonable-discretionary issue'.
