need legal advice on CCW permit

I am trying to obtain my CCW permit, but was denied by the Dept of Safety. I have a felony conviction for sched. VI controlled substance in 1989. I have had my full rights restored by the circuit court, and I know that TCA 39-17-1351(j)(3) allows me to be issued a CCW permit. The Dept. of Safety sent me a letter which stated that they do not accept restoration of rights after 07/01/08, but I can find nothing in state law, court rulings, or Attny. General opinion to substantiate their argument. I have appealed the denial, and have a court date of Nov. 6, so if anyone here can provide any information about this, it would be a big help.
