Gvt purchasing more and more ammo...

Last year several sources published the news that the fed gov had bought or contracted for 2 BILLION rounds of new ammo..much of it .40 S&W JHP ammo..the very same ammo the antis always decry as ..."only to kill humans". OK OK It turns out that much of this ammo seems destined for "DeptHomelandSecurity" and even a bunch for the Social Security Admin( did you know the SSA has a SWAT team or 3 ??)

Just last week I read where the DHS has contracted for another 2,000,000 or so rounds of .40S&W JHP ammo. My question is this.....the Hague and Geneva conventions(I think) prohibit JHP ammo being used by the military in foreign wars..am I right? So..if this IS correct, exactly what and or who is the gvt planning to shoot with all them billions of rounds of JHP????
