Help Change TVA Policy

I have been working with TVA on changing their policy for permit holders. Presently you can carry on TVA "undeveloped" land but cannot carry on "developed" Land (but you can have firearms for the legal purpose of hunting). "Undeveloped" land is places that have had no work done to them (If it has a gravel parking lot it is unclear if it is "undeveloped. Developed land are lands like boat docks, campgrounds, etc. TVA has recognized the need to change their "unpublished" policy. The penality for being on these areas is 1.confiscation of the firearm 2. confiscation of your vehicle, boat, camper, etc. 3. Fine 4. Possible jail time

Please take the attachments to your local gun store, club, etc. and mail them back to me the first Friday in October. I will then take all the petitions to the TVA lawyer I have been speaking with. Hopefully we can get the policy changed to allow us on TVA recreational lands/waterways where the pubilc is allowed.

Sorry it took so long to get back. For some reason the forum would not let me log in for the past several days. I tried to get others to e-mail you the files to upload to the forum. If you have not gotten them e-mail me at n24wheel@comcast.net and I will send them to you to post.

It gives me "The extension doc is not allowed." and "The extension xls is not allowed." so I cannot post the petition. My profile says I can add attachments for for some reason it will not let me.

Ok I found the problem. The board is not friendly to Doc files & excel files , they do not play well together at all. Have prob under conrol.

ATTN: Handgun Permit Holders and Boaters
Please help us fix a rule of TVA by signing this Petition. TVA allows permit holders on their “undeveloped lands” but do not allow Permit holders on “Developed” lands. Lands where no work has been done is “undeveloped” but it is not clear. If the land has a gravel parking area this could be “developed” Boat Docks, Campgrounds, etc. are considered “developed” You ARE allowed to have hunting firearms in these areas, but if you have a firearm pertaining to your carry permit your gun WILL BE CONFISCATED, they can also take your vehicle, boat, camper, etc. They may also arrest you for “intent to go armed and/or criminal trespass”, give you a fine, loose your permit forever, and take you to jail just because of a “internal unpublished rule” TVA has under the 1933 TVA Act. Under this Act TVA can make a simple rule to override any state law. TVA is now considering changing it’s policy to allow Permit holders on lands where the public is allowed. We are asking the policy be changed to reflect the National Park Service Policy. That is the purpose of this petition
TVA’s PRESENT POLICY
Possession of firearms for lawful purposes generally is allowed on undeveloped TVA recreation land. Possession of firearms generally is not allowed on developed TVA property such as TVA dam reservations, campgrounds, picnic pavilions, day use areas, and boat ramps, except that firearms usually may be possessed at TVA campgrounds and boat ramps if the possession is associated with an in-season hunting excursion and the firearms are unloaded and properly cased. In specific situations, TVA land may be posted with signs about whether possession of firearms is allowed.

TVA has established these policies in accordance with its authority under the TVA Act to manage the land under its custody and control.
There are no published regulations on the subject. Rather, TVA implements these policies through internal TVA management guidelines and appropriate signage. TVA likely would consider it to be a trespass if someone were to carry a firearm on TVA property in violation of a posted TVA sign or contrary to direction from a TVA Police Officer or land manager.

Just note that some places like boat docks will have a TWRA sign but it is still TVA property where TVA may not have a sign. You can be arrested in these areas.
This petition is to clear up this problem by asking TVA to change this rule by allowing Permit Holders to be an exemption to the rule by allowing Permit Holders on TVA recreational lands anywhere the general public is allowed.

No I did not try .pdf but I did get this from John.

Also, I looked through the admin pages and although uploads are generally allowed, by default attachments are not allowed on private messages. Also uploads disallowed numerous document extensions, such as DOC, XLS, PDF, etc. - not sure why. I have turned it on and will monitor to see if it creates a problem

I could see why .doc and .xls would be set to be banned, malicious code can be added via macros (VisualBasic allowed in Microsoft documents, Python and VB clone in OpenOffice), though the end user would have to enable the macros in order to run the code.

But, until I just did a quick Google search, I had no idea about malicious PDF files.

So, I've learned (3) things here today:
1. PDFs weren't allowed, so that was a bad suggestion
2. PDFs can contain malicious code
3. I can get a baton/asp permit!

Thanks David and David, I have gained knowledge today.

And I have derailed this thread, so... back to the original goal, circulate the petition!

I tried everything but that. I had no luck at it. I guess I have forgotten more than I thought about doing things with computers.

I"ll be going to TVA this friday with the petition to change the firearm policy.
You can help by e-mailing TVA at: tvainfo@tva.com asking them to change their outdated firearm policy by adding "except for permit holders" and to adopt a policy simular to the National Park Service policy.

This is very important: Also include these 2 items at the last of your e-mail with your address: "I look foward to your response" and "please enter my comments in the public record"

Here is the latest update. So far no change. I will be talking with some policy makers soon.

Mr. Borum:

To date, there has been no decision on the handgun issue. I know that TVA is currently reviewing the issue to determine if current policy needs to maintained or changed. As soon as I know more details, I will get back with you.

Sounds like a pretty good season so far! I’ve heard that from others too.

We finally have good news. TVA will be releasing a NEW policy on firearms and carry on TVA lands. This I'm told should be written in 30 days so hopefully we will have it by Mid June. As soon as it is availible I will post the new rule. I have not seen it but if they go by the information and presentations I did for them it should be good. We will see.

More news on this issue. WE now have legislation at the federal level to help fix this problem on all Corp of Engineer lands and waterways.

Please write your House and Senate member in Washington and ask them to sign on as co-sponsors and support HR 1865

WASHINGTON, D.C. - Today, Congressman Bob Gibbs (R-OH) introduced HR 1865, the Recreational Lands Self-Defense Act.

“Today, I am proud to introduce HR 1865, the Recreational Lands Self-Defense Act and continue my commitment to preserve the Second Amendment of the U.S. Constitution,” said Congressman Gibbs. “HR 1865 would protect law-abiding individuals’ civil right to bear arms on lands owned by the Army Corps of Engineers.”

After an overwhelming bipartisan majority of lawmakers passed legislation allowing citizens to exercise their constitutional right to bear arms on National Park and National Wildlife Service lands, the lands owned and operated by the Army Corps of Engineers were not addressed.
