I recently had to get a duplicate HCP. They gave me a receipt which allows me to legally carry. Does anyone think there would be any more of an issue carrying out of state, specifically Georgia, with this than there would be with the actual card. I know legally there is nothing wrong, but could some Barney Fife think something shady is going on?

Georgia has recipicy with TN so that should not be a problem.
Georgia also has a law that allows carry on a temp permit (though is address the Ga temp).
I would say that you would not have a problem but you may want to call GA to make sure.
If you have a military ID you can carry using that in GA.
