SB1339/HB688 for State Employees

Question primarily for John and others:
Would SB1339/HB688 allow State Employees, whether they are HCP holders or not, to legally possess a firearm in a locked personal motor vehicle that is parked on State property at the employees place of employment?
If so, would this bill, if passed, also supersede and nullify, any State agency human resource policies which currently prohibit State employees from possessing "weapons" on State property? If so, this may be the bill that many of us have been looking forward to for a number of years. Please advise and discuss.

P.S. I might also add that the above issue concerning government employees was one of the really big oversights in the Employee Commute bill from several years ago.
