In that the proposed bill defines three "elements" that constitute "substantially similar" (section 3(B)(i, ii and iii)), I would think it unlikely you'd get it tossed as unconstitutionally vague...with the definitions provided, it seems reasonable that owners (and patrons, for that matter) can clearly ascertain whether a given sign contains those 3 elements (and thus does/not meet the requirements of the bill). Likewise, given 3(C) allows either one OR both of the signs later described, I wouldn't think it would be a disqualifier if one of the legal signs was accompanied by another that was not. In fact, seems I heard somewhere that one reason this approach was taken was to allow certain buildings that currently have prohibitory statements that would no longer be compliant and would be difficult/expensive to change to have an option that would allow them to easily/cheaply properly post an additional, compliant sign. If that's correct, it thus seems the proposed bill does contemplate and allow such duplicitous postings (one conforming, one not)...it also kinda stands to reason that, if there is one legal posting regardless of the presence/absence of another non-compliant one, the intent of the owner has been made clear in an understandable manner, unless the non-compliant one contradicts the legal posting by substantially stating that carry IS somehow permitted.

NOT a JD, and didn't stay in a Holiday Inn last night, but that's my read...

Observations by Representative Campfield:

The bill to allow legal permit holders to Carry in an establishment that sells alcohol is expected to be vetoed by Thursday before Bredesen skips town to go to China.

After passage the senate had the bill on Bredesens Desk in 37 minutes (No slow walking for that bill). Bredesen has 10 days from then to sign, let pass into law or veto the bill. If he doesn't do it by Thursday then he won't be able to do it when he returns. He has made inferences to leadership of his plan to veto the bill so expect it to happen in the next day or two.

"NRA Flip flop" or just what it took?
I was talking to a few legislators today about the "Flip flop" on the guns in bars 50% amendment.

One member said she was never for the amendment. The reason for the "flip flop" support was really just to get the bill to the floor. The thought was A failure of the 50% amendment would have been used as a reason by some members on the finance committee to vote against the bill and to possibly kill the bill in the finance committee.

By passing the amendment in committee the bill was able to get the votes to make it to the full house floor where the amendment could be stripped off (Bringing it back to it's original form) with support of some members who had voted for the amendment previously and then pass the bill as originally intended.

In reality, they voted for it so they could vote against it and pass it.

by my guestimate he has to veto it by may 18th. or else it becomes law without his signature. i assume he'll gather the same idiot chiefs he had at the last trampling of our rights and veto it next tuesday morning. i'm hoping they stay in session till atleast next friday. it would be awesome if we could get the votes scheduled to override his veto within minutes of him doing it, that would be an awesome slap to the looney left.

if he is going to be out of the country till after tuesday then i'm not understanding how he can "wait". am i correct on the date that he has to sign it? they gave it to him on the 6th and 10 days (not counting sundays) would be the 18th.

All we need in the House is 1+ over 50% to override, plus, they knew what the were voting on, Tindell removed and got that count. Last time we picked up numbers on the override vote.

Don't think it is a problem in the Senate,the difference as too great on the Bill as amended.

I was told by my state Rep they would be in session for two more weeks. We should have time to over-ride regardless. just keep the pressure on your reps to vote for an override.

He can not possibly get back before Tuesday, unless he pulls a Chevy Chase and bobs his head through the plane window at Shanghai, refuels in the air and heads straight back. Kisber is going to want to schmooze with the Ministers of Trade, so their stay at the World Expo will take at least a couple of days.

Whatever is done, is done.

I suppose Bredesen could have signed a veto and left it with an underling for deposit prior to Monday midnight, (and though not out of the realm of possibility, even he has more honor than to take such an action from half way around the world).

But, I have a feeling he does not want to put any Democrats in the spot of having to vote to override a veto, showing disunity within the party, and having to take another stance to either abandon any semblance of conservatism, or should they chose to side with him, loosing their ability to say they voted in favor of 2nd Amendment Rights. There is an election coming up after all.

I think he wants to be able to say it became law without his signature, knowing the rednecks of his adopted State were going to see this on the books, (and he knows the override is coming). He can say he was just too busy with international trade and dealing with the aftermath of the floods to be bothered with such a petty occurrence.

If the Bill goes into law what is the effective date? I read somewhere that it would be July 1st.

I have been wrapped up in GA the last couple of weeks. Was the bill vetoed? Are we legal again? Do we now have to look for the pistol with a slash through it?
