Parking lot bill question

Does the parking lot bill apply to federal employees, such as postal employees and postal property where employees park?

The Bill would not supersede Federal Law, if a parking area currently is posted relative to Federal restrictions, this bill will not change that.

Has anyone else read Sections 2 and 3? I am hard pressed to see the benefit to us in them.
