So, what is the first step one should take to identify a conservative candidate? In other words, how do I get started?

Getting started - good point.

Pick you party affiliation (or independent) and start with local leadership. Also need to contact State party officers and it certainly would not hurt to speak with party caucus leaders.

Picking a party affiliation is important. Last election cycle I talked to everyone I know about James Edwards, who was challenging Tre Hargett in my district. Yet I met people after the election who said that they voted for Tre because he was the Republican. Without knowing anything about him, they assumed 'the Republican' was better than the alternative.

We are in a two-party society and it would take a huge scandal, a lot of publicity, a lot of money, or probably all three to elect an independent. Especially one running against an incumbent with name recognition.

The federal range access act is 10 USC 4309 which provides:

Sec. 4309. - Rifle ranges: availability for use by members and civilians

(a) Ranges Available. -

All rifle ranges constructed in whole or in part with funds provided by the United States may be used by members of the armed forces and by persons capable of bearing arms.

(b) Military Ranges. -


(1) In the case of a rifle range referred to in subsection (a) that is located on a military installation, the Secretary concerned may establish reasonable fees for the use by civilians of that rifle range to cover the material and supply costs incurred by the armed forces to make that rifle range available to civilians.

(2) Fees collected pursuant to paragraph (1) in connection with the use of a rifle range shall be credited to the appropriation available for the operation and maintenance of that rifle range and shall be available for the operation and maintenance of that rifle range.

(3) Use of a rifle range referred to in paragraph (1) by civilians may not interfere with the use of the range by members of the armed forces.

(c) Regulations. -

Regulations to carry out this section with respect to a rifle range shall be prescribed, subject to the approval of the Secretary concerned, by the authorities controlling the rifle range.

Just a quick note to followup with you on our conversation last week at the East Shelby Republican Club meeting.

I had mentioned to you that John Harris, the Executive Director of the Tennessee Firearms Association, had urged TFA members to help find conservative candidates to replace certain members of the Constitutional Protections sub-committee in the House. As I mentioned, Rep. Henri Brooks is a member of the sub-committee and is a member of the Shelby County legislative delegation. I appreciate the comments that you shared with me about how she may be defeated in the '04 elections and what kind of candidate the Republicans should field in order to win that race.

Your presentation to the club was very well done and informative. I really felt like I was watching a general lay out the battle plan to his troops as you described the races for the upcoming City Council.

And, in closing, thank you for your membership in the TFA.
