Applying for carry permit after a DUI

A friend of mine wants to get his HCP, but he had a DUI back in 2006. This is how the law reads:
"The applicant has not been convicted of the offense of driving under the influence of an intoxicant in this or any other State two (2) or more times within ten (10) years from the date of application and that none of such convictions has occurred within five (5) years from the date of application or renewal. "
He has only had this one DUI, does this exclude him from being able to apply for a permit, since it was in the last 5 years? The way both he and I interpreted the wording was that you had to have 2 DUIs or more before you were disqualified.
