Correct Richard. Given that decision by the local government, this clearly cannot be an accurate news report. Perhaps these individuals were all on duty law enforcement, they are usually exempt from the local prohibitions....

Even better, shortly afterwards, or (now gone) Chief of Police said it would have been much worse had law abiding citizens been allowed to carry guns in parks, an applauded the Council for banning them.
