Questions about Class 3

Will a semi-auto 12 guage , 18 inches in lenght with a street sweeper conversion kit, assult set up light and laser and heat sheild, with a drum Magazine fall under Class 3 ? Is it legal in TN ?

What I have been told by a FFL dealer , is a street sweeper conversion kit modifies the magazine catch on the shot gun , so it can be fitted with drum Magizine .
You tube has some videos of various " Street Sweepers" type that in and check them out.
Mr. Harris , will the ATF be difficult to deal with for an opinion?

I've called them before with questions of a similar nature, and they're generally helpful.
Make sure you talk to someone besides a receptionist, or a junior agent. They may not be conversant with the laws;
at least that was my experience. Once I got to someone who knew what he was talking about, it was a beneficial
call.

Typically, any information you get from ATF on an issue like this needs to be clear and in writing. Opinions by telephone are hard to prove if they are wrong.
What you could get, for example, is a ATF circular from perhaps its website or its Class III manual; a letter from ATF responding to specific questions which should identify specific weapon and modifications including the modification components. This has been done in the past for example with the "trigger" accessories that exist for some firearms.
The main point is, since we already know that the Cobray Streetsweeper was classified as a destructive device solely on the non-existed "sporting purposes" standard, that weapons converted to be similar in design and function may be viewed by the ATF as the "manufacture" of a Class III device which would require licensure and registration.

Two points to consider:
1) The 'Streetsweeper' and 'Striker 12' shotguns were both shotguns using a double-action revolver mechanism with a fixed cylinder magazine. They got much bad press and were among the many 'evil' weapons' that liberals wanted to ban. They were re-classisfied as 'Destructive Devices' by name. That means that theoretically you could build an exact copy, call it a 'Sporting Clays Special' and it would be perfectly legal as a non-NFA weapon.
2) An opinion letter from ATF is worth even less than the paper it's printed on. It has no weight in a court of law, ATF can and has reversed such opinions without notifying anyone, and typically, their opinions are not well versed in law or engineering.
As long as your shotgun does not fire two shots with a single function of the trigger, or have a barrel less than 18" in length or an overall length less than 26" there is no law preventing you from making such modifications. Of course, ATF can change their mind.

Thats not worth all the trouble , I'm getting a Saiga 12 with one of the two drum mags, I like this gun more than the AR-15 . The plus side is I do not have to deal with the ATF ..Nothing worse than trying to deal with liars and cheats.

Reports are that ATF actually put out for bid and ordered Leatherman tool kits with the slogan "always think forfeiture"
