Out of state nonresident carry permits?

I stumbled upon our old friend Leonard (kwikrnu) on another site. A GA carry site none the less. Seems he was talking about permits he has from a couple of different states that apparently have non resident permits. I know he was denied a TN HCP because of his past antics.
Is this legal?

He is obtaining what authorizations he apparently can qualify for and obtain. However, as a TN resident, if he is a TN resident, a nonresident permit does not authorize him to carry in TN. TCA 39-17-1351(r) if I recall.

I don't think he was denied a TN HCP, he had his pulled. While I don't think highly of the man, unless new information ahs come out, he likely had his pulled under very dubious circumstances. I wonder, if any police agency could write a letter and cause a permit to be pulled, do we really have a shall issue system?
