Silencer prohibition

39-17-1302. Prohibited weapons. —
(a) A person commits an offense who intentionally or knowingly possesses, manufactures, transports, repairs or sells:
(5) A firearm silencer;
What is the reasoning behind this restriction? It seems that a suppressed handgun would be a great tool for home protection. Not for the purpose of hiding the sound from anyone, but for hearing protection.
