How does one go about requesting an attorney general opinion

I am wondering speficiclly about certain national guard facilities and the law that allows a permit holder to leave his gun in a locked car.
Several locations such as National Guard State Headquarters on Sidco drive, Berry Field, Volunteer Training Sites in Smyrna, Tullahima, Milan, and Catoosa are posted at the entrance IAW state law. I understand that several of the buildings on the sites are legally federal buildings and firearms are prohibited in them. Under the Adjutant Generals (TAG) policy, he is claiming that the parking lots also fall under "the federal building" rules and therefor bans handguns in the cars under that premise. From what I can find in federal law it only covers the building or portion of the building where federal employees work, wich would mean that the parking lot is not prohibited by federal law.
I would also like an opinion as to if the TAG can issue an order or policy that is contrary to state law.
