Why was this man not arrested?

Why has this man not been arrested and or charged with illegal possession of a weapon on school grounds?
This article disgusts me immensely. If that was me picking up my boy with my gun on my hip and got noticed while I was in the school, they would have the SWAT team on me before I made it to the car. Then I'd loose my privilege for life I'm sure.
Not to mention the fact that they are using the ever elusive "he showed or had no bad intent"..... Are you serious? I never have bad intent when I carry, regardless of where I'm carrying. So if it works for him, then I'm exempt from all the carry laws right?
This guy was not on duty, first of all. Second of all he had not informed anyone of his intentions to bring a gun on to the property. Third of all he was in a different county and has zero jurisdiction as a police officer or an off-duty police officer which makes him no different then one of us legal permit holder. Fourth of all, he's a filthy liar!!!! Saying "I don't remember doing that, and I know no student ever saw it".... ummm why would you even claim no one saw it if you are trying to say you don't remember showing anyone?
Why is someone not pressing charges on this guy?
Someone tell me I'm not over reacting here, please.
